About the Role
The Department of Social Services (DSS), part of New York City’s Human Resources Administration (HRA) and Department of Homeless Services (DHS), is seeking an Executive Deputy Administrator (HRA) M-VII to serve as Chief Financial Officer (CFO). Reporting to the Commissioner, the CFO will provide strategic financial leadership and serve as a key advisor to support DSS’s mission to reduce poverty, strengthen economic stability, and address homelessness.
Responsibilities
- Lead financial strategy and oversight for DSS under executive direction, with significant latitude for independent decision-making.
- Serve as the organization’s chief financial officer and trusted advisor to the Commissioner and senior leadership.
- Guide financial planning, budgeting, and resource allocation to support program outcomes across HRA and DHS.
- Support governance and operational priorities by translating financial data into actionable recommendations.
- Provide leadership to ensure sound fiscal management and responsible stewardship of public resources.
Requirements
- Demonstrated executive-level experience providing financial leadership and strategic advisory support.
- Strong knowledge of public-sector budgeting, financial planning, and fiscal oversight.
- Proven ability to operate independently and make high-impact decisions with minimal review.
- Excellent communication and stakeholder management skills for executive audiences.
- Commitment to public service and experience supporting mission-driven programs.
